Portuguese Public School or International School? What It Means for Your Child

This is the biggest decision an expat family makes in their first year, it costs anywhere between nothing and €28,000 a year, and it is usually made on incomplete information. Here is the trade-off stated plainly.

The Three Options

Portuguese state school — free. Open to every legal resident, including foreign children. All teaching in Portuguese. PLNM second-language support available, of variable quality. Full immersion.

Portuguese private school (colégio) — roughly €3,000 to €8,000 a year. Portuguese curriculum with strong English teaching. Smaller classes. The middle path most foreign families never investigate.

International school — roughly €10,000 to €28,000 a year. British, American, IB, French or German curricula. Teaching in English or the relevant language. Concentrated around Lisbon, Cascais, Sintra, Porto and the Algarve.

The Honest Language Outcome

This is the part that gets soft-pedalled, so here it is directly.

Children in Portuguese state schools become fluent. Under about age ten, usually accent-free. It is not optional for them, which is precisely why it works.

Children in international schools frequently do not. They study some Portuguese as a subject, their friendship group speaks English, their teachers speak English, and after five years in Portugal many leave able to order a coffee and little more.

If your reason for moving to Portugal includes your children growing up genuinely Portuguese-speaking, an international school will work against that unless you actively counteract it outside school hours.

International schools have waiting lists. Apply six to twelve months ahead. Registration fees of €1,000 to €3,000 are typically non-refundable.

State school enrolment happens through the agrupamento de escolas for your address. You need proof of address, your child's birth certificate apostilled and translated, vaccination records, your NIF and your residence documents.

Mid-year moves are possible in state schools but need approval from the cluster director.

The Thing Most Families Get Wrong

Choosing an international school and assuming Portuguese will happen anyway. It will not. Immersion is what makes children fluent, and an international school is, by design, a place where immersion does not occur.

If you choose that route, the Portuguese has to be built deliberately: a tutor, Portuguese-speaking activities outside school, Portuguese-speaking friends, and daily practice at home.
