Portugal Citizenship Rules 2026: 7 Years or 10? What the New Law Changed

For years, Portugal offered one of Europe's most attractive citizenship timelines: five years of legal residence. That has now changed. Portugal's new Nationality Law (Lei Orgânica 1/2026) was promulgated in early May 2026, published in the Diário da República on 18 May, and entered into force on 19 May 2026.

The Key Date Is When You Apply

This is the part most summaries get wrong. The dividing line is not when you arrived in Portugal — it is when your application is submitted.

The New Residence Periods

Under the new law there are two tiers rather than one:

If you are Brazilian, this distinction matters enormously — Brazilians are by far the largest foreign community in Portugal, and the CPLP tier keeps them three years ahead of everyone else.

The Clock Is Counted Differently Now

This change gets less attention than the headline numbers, but it can cost you years.

Given that AIMA backlogs have routinely left people waiting many months between application and issuance, this quietly pushes eligibility further out for a lot of people.

A New Civic Knowledge Requirement

Alongside the existing A2 Portuguese language requirement, naturalisation applicants now also have to demonstrate knowledge of Portuguese culture, history and civic rights and duties.

The language bar has not moved — A2, normally evidenced by the CIPLE exam — but it is no longer the only thing you have to show.

Marriage, Partnership and Adoption Also Changed

The reform also tightened nationality acquired through marriage, de facto union and adoption, importing integration and criminal-record requirements closer to those used in naturalisation cases.

The Shortcut Most People Never Check

Citizenship by descent. If you have a Portuguese grandparent, you may qualify for citizenship regardless of where you live and without any residency period. For families with Portuguese roots — and there are millions in the USA, Brazil, Canada and South Africa — this is by far the fastest route. Dig out those birth certificates.
