PLNM: The Portuguese Language Support Your Child Is Entitled To

Most families arriving in Portugal with school-age children have the same fear: my child will be dropped into a classroom where every lesson is in a language they do not speak. What almost nobody tells them is that the Portuguese state school system has an official programme for exactly this, and your child may be entitled to it from day one.

It is called PLNM — Português Língua Não Materna, Portuguese as a Non-Native Language.

What It Actually Is

PLNM is a subject, not a club. Pupils who have recently arrived in Portugal, and whose mother tongue is not Portuguese or who have not been schooled in Portuguese, can take PLNM in place of the regular Portuguese subject.

That distinction matters. Your child is not sitting in a mainstream Portuguese literature lesson understanding nothing while their classmates analyse Camões. They are in a class designed for learners of the language, working at their level, and it counts.

It is run under the Direção-Geral da Educação and is available across the school cycles in state schools.

The Placement Test

Access is not automatic. Each pupil takes a language placement test, and the school decides from the result whether they qualify for PLNM and what support they receive.

This is the moment to pay attention. If your child has some Portuguese already — perhaps from a Brazilian parent, or a year in another Portuguese-speaking country — the test result determines everything that follows. Make sure it actually happens, and ask for the outcome in writing.

The Levels

The legislation defines three proficiency bands:

Pupils placed in these bands should receive teaching strategies matched to their level, set out in a plano de acompanhamento pedagógico — an individual pedagogical support plan. Ask to see it. It is the document that turns the entitlement into something concrete.

Where PLNM Stops — and Why It Matters

Here is the honest part, and it is the reason this article exists.

The PLNM curriculum does not extend beyond B1. Once a pupil passes that band, the specialised support ends and they move into mainstream Portuguese lessons alongside native speakers.

B1 is a real achievement. It is not, however, the level required to write a teste de História under time pressure, or to follow a Physics lesson delivered at native speed, or to sit national exams. The gap between "can hold a conversation" and "can study an academic subject in this language" is wide, and PLNM is not designed to close it.

There is a second, widely acknowledged problem: many teachers have had no specific training in teaching Portuguese as a second language. Some schools do this superbly. Others assign it to whoever has a free period. The variation between schools is enormous, and it is not something you can tell from the outside.

Closing the Gap PLNM Leaves

PLNM gets your child to B1 inside the school system. What comes after B1 — the academic vocabulary, the listening speed, the confidence to speak up in class — is largely built at home.
